Laziness has been the work ethics of many civil servants because who really want to work are not accepted by the Public Service Commission. Only those recommended by notable people are more or less booked in. They don’t want to work but to earn a salary out of Tax-payers’ pocket to do “nothing”.

If Pak Lah or Najib really wants a hardworking Civil Service, then if they are really serious they should tell off the Members of the various Public Services Commissions who interviewed and even promoted them for not working. Starting with the next recruitment or promotion throw away all the names recommended by their current bosses or Ministers or the Palaces. The Government only employs and/or promotes on merits and merits alone. Otherwise Pak Lah or whoever becomes PM has to issues command every morning to get things moving.

How to listen and beleive this sleepy, flipflop and lame duck guy talk. 90% percent of the civil servants behave like him.
Of late, he started to sleep talk. Amazing lah.

I always believe in hanging the carrot hence give them some incentive thus create competition… some argue that civil servants are ’supposed’ to perform their duties without questioning but human being human, they can be comfortable sometimes… if lower rank can’t perfom, it’s their superior that to be blamed… but what kind of quality do we have???
